Deaf & Hard of Hearing Driver Communication Card

​South Carolina Deaf and Hard of Hearing residents can request a free driver communication card provided by SCAD.
​Print form and mail to SCAD's office. Mailing address is on the form. ​Or contact us to mail you a form.

For Law Enforcement Departments in SC

Law Enforcement Departments in South Carolina can request an educational workshop on Deaf & Hard of Hearing communication provided free by SCAD & HLAA-Midlands Chapter. The Law Enforcement version of the communications card are given out free to the officers in the workshop. If you would like to request a workshop, please click on the contact us button.

​Effective March 24, 2021, deaf or hard of hearing individuals in South Carolina can apply for a notation linked to their vehicle license plate in the SCDMV's online database. You can print the SCDMV form RG-004A ​​here. If a law enforcement officer pulls you over, they can type your vehicle license plate number into their online SCDMV database and see the deaf or hard of hearing notation before approaching your vehicle.

The NAD created a VRI wallet card that you can print and carry with you. 
This card will help explain to hospitals or doctor's offices why VRI may not be helpful in some situations.
